Problems stopping JobServer and CommandLine services on Windows

Symptoms/Description
When shutting down or rebooting Windows, the JobServer and CommandLine services do not stop and you may encounter some issues during startup.
ResolutionIn order to avoid these issues, you need to stop the service before shutting down or rebooting your machine.
